RCN announces further strike action as members in England vote to reject NHS pay offer

RCN members employed on NHS Agenda for Change contracts in England have voted to reject the UK government’s NHS pay offer.

Turnout in the ballot reached 61% of eligible members - 54% voted to reject it and 46% to accept.

The RCN’s consultation on the government’s new NHS pay offer for staff on Agenda for Change contracts in England opened on 28 March and closed at 9am today (14 April).

As a result of the vote, Pat Cullen has written to the Health Secretary to inform him of fresh strike action before the end of the month and seek urgent re-opening of talks with the government.

The RCN is announcing a round-the-clock 48-hour strike without derogations from 8pm on 30 April to 8pm on 2 May. This means that for the first time, the RCN strike will also involve nursing staff working in emergency departments, intensive care units, cancer care and other services that were previously exempt.

The upcoming strike action is within the RCN’s current mandate to strike, which expires in early May. 

The RCN will now conduct a new England-wide statutory ballot to extend the scope and duration of the current mandate for industrial action.

In the letter to Steve Barclay, RCN General Secretary and Chief Executive Pat Cullen said:

“What has been offered to date is simply not enough. The government needs to increase what has already been offered and we will be highly critical of any move to reduce it.

“Since our talks in February, we have seen the pressures on the NHS continue to increase. The crisis in our health and care services cannot be addressed without significant action that addresses urgent recruitment and retention issues and nursing pay to bring this dispute to a close urgently.

“Until there is a significantly improved offer, we are forced back to the picket line. Meetings alone are not sufficient to prevent strike action and I will require an improved offer as soon as possible. In February, you opened negotiations directly with me and I urge you to do the same now.

“After a historic vote to strike, our members expect a historic pay award.”

The latest pay offer by government was made on Thursday 16 March following six days of strike action and four weeks of intensive pay talks with the UK government. Negotiations were held between the RCN and health ministers, including other unions, in late February and early March following six days of strike action since mid-December.
